Min. of Education Scrutinizes Teachers performance, Commitment

Government primary and secondary schools teachers in Girei Local Government Area (LGA) are now under scrutiny by the State Commissioner of Education; Hon. Julius K. Kadala who paid them unscheduled visits to ascertained their level of performance and commitment to duty.

During such visits the commissioner inspects facilities put in place to enhance both teachers and students performance and as well availed the opportunity to interact with the teachers to hear their challenges to be captured in the 2018 fiscal year and chart the way forward by ensuring that the State Government’s measures was not defeated.

The unscheduled visit by the Commissioner, The Scope learned was in line to enforce the State Government drive to overhaul the State education sector which prompted declaration of state of emergency by the State Governor, Muhammad Umar Jibrilla.

The schools visited by the Commissioner so far included; Jabbilamba Central Primary School and Girei Government Senior and Junior Secondary Schools all in Girei LGA.

Unfortunately, on arrival to the Central Primary School which has a record of thirty-four (34) employed teachers, the Commissioner discovered only eight (8) teachers signed the register for the day and later disappeared from their duty post leaving the students to their fate, a situation that prompted the Commissioner being a teacher to spare his time out of his busy schedules to test the ability of the students in one of the classes.
The situation was similar at the Senior and Junior Secondary School, when the Commissioner visited. While expressing displeasure over attitude of the teachers, the Commissioner noted that the development was a bad omen to the educational need of the upcoming generation and warned them to desist from such acts.

The State Governor under Governor Jibrilla Bindow according to Hon. Kadala is not unmindful of teacher's situation in the State considering their patience and efforts assuring them that as soon as funds are made available their entitlements will be settled and urged them to justify their appointment by taking their job serious.

In their response, the principals of the senior and junior secondary schools in the area Malam Mohammed Turaki and Abana Nuhu respectively promised to live up to expectation and appealed to the ministry and the State Government to intensify efforts in the feeding of students residing in the hostel lamenting that they are poorly fed and also look into the plight of teachers.

Meanwhile as the State battles to justify the state of emergency declared on education, States like Kaduna who followed suit are not giving anything to chance by subjecting teachers to rigorous competency test to prove their worth.

The situation however sparked outrage by union members within and beyond the State who frowned at the exercise but still couldn't change the situation which already received President Buhari's applaud even as the State Governor resist all manner of intimidation to backed off his plan to sack the twenty one thousand seven hundred and eighty (21,780) teachers of the thirty three thousand (33,000) who failed the alleged primary four test administered to test their competence by the State Government.

It was however learned that Kaduna State Universal Education Board had released the names of the remaining eleven thousand two hundred and twenty (11,220) teachers out of the thirty three thousand (33,000) tested and considered qualified to teach in public primary schools across the State. Following the development, it has been claimed that more than (16,000) applications have been received seeking appointment at the basic level of education to replace (21,780) teachers due to be replaced.

No doubt, future of the State lies on the educational background of the upcoming kindergarten which could be among the reasons why Kaduna State Government set to expunge over (21,000) teachers who fall below standard.

Even though some individuals and unions kicked against Governor Nasir El-Rufai's action many observance were of the view that such act will go a long way in exerting pressure on erring and incompetent teachers especially in village areas to be on red-alert.

The emergency on education in the State might not be unconnected to the reason why Adamawa State Ministry of Education right from the former commissioner now Acting Vice Chancellor (VC) Adamawa State University (ADSU) Mubi Prof. Kaletapwa Farauta was up and doing to breathe life into the comatos state of education through strict supervision.

In what seems to be one of the most careful reshufflement by the Governor Muhammad Umar Jibrilla on 25th July 2017, the former commissioner of water resources Hon. Julius K. Kadala was assigned to replace Prof. Farauta who after due observation by His Excellency consider her worthy and fit to revive the State University which was almost rendered impoverished due to mal-handling.

Taking over the ministry by the Commissioner, Hon. Kadala can be said to be a right step in the right direction. Since his assumption in office in the ministry the commissioner proved to be an ally in the educational sector who strategically carry on with the chain of development and legacy handed over to him by the former commissioner Prof. Farauta.

However, one cannot rule out possibility of having challenges in the ministry, most importantly teachers entitlements both the retired and those in active service, insufficient fund to aid in organizing workshops, training and retraining of teachers and staff of the ministry among others.

The Scope Roots News on several occasions during their numerous outing to village areas most often come across similar cases the commissioner encounter at Girei. Even though the situation The Scope Roots News observed has been that of lack of motivation and infrastructure affecting the teachers and the schools respectively, it has affected teachers and students performance in the rural areas.

But with the current assessment tour by the commissioner, not only would the development motivate teachers but will also ensure more attention is directed towards improving the sector that has already been declared under emergency by the Bindow led administration.

To the state chapter of the National Union of Teachers (NUT), the focus for now should not rely (100) percent solely on welfare of members, but even as the union strive to ensure welfare of its members, members should be subjected to thorough scrutiny if not quarterly then at least yearly to assess their level of performance and commitment to duty otherwise the State Government will be compel to adopt Kaduna style should truancy continue to prevail in the discharge of their duty.

That is why all hands must be on deck at all level to support the ministry and the state in their quest to effect the needed change aimed at revitalizing education to boost the hope for a promising future for the state by contributing their quota in the education sector by feeding the ministry with right information that will aid in scaling up their activities to higher heights.

Already organizations like the UNICEF, USAID and the Nigerian Army couple with philanthropist have all threw weight on the sector in the state promising to support the State Government through donation of educational materials, enrolment of out of school children, provision of educational facilities, teachers capacity building among other benefits the state education look forward to tap from these organizations and individuals.

Aside intention by the individuals, organizations and the Nigerian Government in the State having gone through devastating experience that almost crippled education in the (3) States of Borno, Adamawa and Yobe in the North-east region, the passion of the State towards education The Scope observed spur the organizations and individuals to complement efforts of the State Governments which was clearly demonstrated in the state of emergency declared in the sector as second in the order of priority the present administration focus to achieve after road construction and rehabilitation across the State.

To all like minds and stakeholders in the State education sector, the good news is that the commissioner Hon. Kadala having discovered the surging case of truancy by teachers when he launched an schedule visit to both the central and northern senatorial zones of the State sometime ago couple with the recent experience at Government Primary and Secondary Schools Girei, promised to continue until the teachers settle to do the needful.
After elevating a female classroom teacher from GDSS Makera in Hong Local Government to position of Vice Principal for her dedication and hard work the commissioner also transferred several teachers to various stations for indiscipline and truancy. He maintained that the Governor declared state of emergency in the State education with a mission and purpose as such, indiscipline will no longer be treated with kid gloves while stressing that the ministry will not hesitate to reward hard hardworking teachers and staff.
